Release v3.23

It's spring again, and almost easter.

This release comes with a few new modbus devices, new Oauth2 authentication mode to the Modio API and a revamped (beta) grafana plugin that uses the previous.

On the backend side, work has been ongoing to improve horizontal scaling of databases and their backups.
